Policy work

The FSI contributes to policy debates and assists jurisdictions in benchmarking their frameworks against international standards and best practices by publishing papers on topical regulatory issues.

Through cross-border Crisis Simulation Exercises (CSEs), the FSI helps financial authorities test crisis management frameworks and enhance crisis preparedness by simulating the financial stress and failure of systemic banking groups.

The Informal Suptech Network (ISN) serves as a forum for suptech specialists to share experiences and identify best practices in integrating technological innovations into financial supervision across jurisdictions.

The FSI supports the BIS in its cooperation with the Standard Setting Bodies and the financial inclusion “community” to foster financial health.

Cross-border crisis simulation exercises

Crisis Simulation Exercises (CSEs) are an important part of contingency planning and preparedness. They give authorities the opportunity to test their crisis procedures and arrangements for cooperation and communication in a controlled environment. As jurisdictions globally make progress in adopting resolution frameworks and in resolution planning, there is increasing focus on the role of simulations in developing authorities’ capabilities to execute a resolution.

FSI has developed and conducted multiple regional  cross-border simulation exercises (CSEs) with financial authorities. Each exercise simulates the financial stress and failure of a fictional regionally systemic banking group and provides an opportunity for participating jurisdictions to test their crisis management frameworks and arrangements for domestic and cross-border cooperation.

Informal Suptech Network

The Informal Suptech Network (ISN) was established by the FSI in 2018. It is composed of suptech specialists and other relevant staff at financial authorities in different jurisdictions. Through its various activities, the ISN provides a venue for sharing of experiences and identifying good practices in introducing technological innovations in supervision. ISN activities also inform the development of suptech-related papers of the FSI. 

Financial health

The FSI coordinates the activities of the enhanced cooperation arrangements on financial inclusion, which was established in 2019 between the BIS, Standard Setting Bodies and other international organisations. The arrangements provide a forum for regular discussion to help foster a policy and regulatory environment that improves financial inclusion and contributes to financial health. 

The enhanced cooperation arrangements include three activities: 

  • a biennial high-level meeting, co-chaired by the BIS General Manager and Her Majesty Queen Maxima of the Netherlands, in her capacity as Special Advocate for Financial Health; 
  • an annual check-in meeting, which is co-chaired by the FSI Chair and the co-Chairs of the G20 Global Partnership for Financial Inclusion; and
  • an annual workshop, listed under the FSI program of annual events.
