BIS Representative Office for Asia and the Pacific

The BIS established its Representative Office for Asia and the Pacific (Asian Office) in Hong Kong SAR on 11 July 1998.

Serving as the regional centre for BIS activities, the Asian Office's principal roles are to:

  • enhance cooperation among central banks in the region
  • offer the BIS's banking services to regional central banks
  • act as a regional forum for monetary and economic research on issues of interest to central banks

Asian Consultative Council

The Asian Consultative Council (ACC) guides the activities of the Asian Office, which serves as its secretariat. Established on 12 March 2001, the ACC facilitates communication between shareholding central banks in the region and the BIS's Board and Management on matters of interest to the Asia-Pacific central banking community. It also provides guidance for the Asian Office's research and banking activities.

The ACC comprises the Governors of the BIS member central banks in the Asia-Pacific region: Australia, China, Hong Kong SAR, India, Indonesia, Japan, Korea, Malaysia, New Zealand, the Philippines, Singapore and Thailand. The current ACC Chair is Veerathai Santiprabhob, Governor of the Bank of Thailand.

Banking services and risk management

The Asian Office's regional treasury dealing room was established in Oct 2000 to enhance the level of banking services and support to regional customers in managing their foreign exchange reserves. The dealing room also serves to broaden the Bank's investments in the region. Regional support in settlement operations commenced in 2005. Risk monitoring of regional credits and markets is performed by the BIS's independent local Risk Management unit.

Asian Bond Funds

The BIS is the administrator for ABF2, the second Asian Bond Fund pooling investments in one pan-Asian and eight local funds with private sector participation, for the 11 members of the Executives' Meeting of East Asia-Pacific Central Banks. The Asian Office provides local support to this initiative, including analytical work on bond markets in the region.
