Committee publications

The standing committees located at the BIS support central banks, and authorities in charge of financial stability more generally, by providing background analysis and policy recommendations. This page gives an overview of the publications produced by these committees.

Basel Committee on Banking Supervision

The Basel Committee on Banking Supervision (BCBS) is the primary global standard setter for the prudential regulation of banks and provides a forum for cooperation on banking supervisory matters. 

The Basel Committee produces publications relating to capital adequacy (the best known of which is Basel III), accounting and auditing, banking problems, cross-border issues, core principles for effective banking supervision, credit risk and securitisation, market risk, money laundering and terrorist financing, operational risk and transparency and disclosure.

Committee on Payments and Market Infrastructures

The Committee on Payments and Market Infrastructures (CPMI) is an international standard setter that promotes, monitors and make recommendations about the safety and efficiency of payment, clearing, settlement and related arrangements, thereby supporting financial stability and the wider economy. 

As well as major publications such as Principles for financial market infrastructures, the CPMI has published various reports covering large-value funds transfer systems, securities settlement systems, settlement mechanisms for foreign exchange transactions, clearing arrangements for exchange-traded derivatives and retail payment instruments, including electronic money. The "Red Book" on payment systems provides extensive information on the most important systems in the CPMI countries.

Committee on the Global Financial System

The Committee on the Global Financial System (CGFS) works to identify and assess potential sources of stress in global financial markets, to further the understanding of the structural underpinnings of financial markets, and to promote improvements to the functioning and stability of these markets.

The CGFS produces publications relating to international banking, financial crises, financial statistics, foreign direct investment, stress testing, risk management, credit risk transfer, systemic risk, derivatives, market infrastructure, market liquidity, monetary policy, and disclosure practices.

Irving Fisher Committee on Central Bank Statistics

The Irving Fisher Committee on Central Bank Statistics (IFC) is a forum of central bank economists and statisticians, and is affiliated to the International Statistical Institute (ISI). Its objective is to promote discussion on statistical issues of interest to central banks, including those relating to economic, monetary and financial stability. The IFC in particular strives to strengthen the relationship between compilers of statistics and the community of users and analysts of statistical information, both within and outside central banks.

The IFC produces reports on specific statistical topics; bulletins which contain the proceedings of meetings organised by the Committee, working papers and annual reports on its activities.

Markets Committee

The Markets Committee covers the recent developments in financial markets, considers possible future trends and exchanges information about the short-run implications of particular current events for the functioning of these markets and central bank operations. It also serves as a forum for central banks to discuss the specifics of their own market operations.

Central Bank Governance Forum

"The Central Bank Governance Forum fosters the good governance of central banks as public policy institutions. It compiles, analyses and disseminates a wide variety of such information among central banks. It reports to the All Governors' Meeting of the BIS.

The Forum occasionally publishes information on selected topics related to central bank governance and organisation.
