In response to growing interest in the good governance of central banks and building on work carried out since the mid-1990s, the BIS established a Central Bank Governance Forum to foster the good governance of central banks as public policy institutions. It serves as a venue for the exchange of views among governors on matters relating to the design and operation of their institutions. It also compiles, analyses and disseminates amongst central banks a wide variety of information on governance and organisational arrangements. Central bankers can obtain a password to the website containing information compiled by the Forum from cbgovernance@bis.org.
The Central Bank Governance Forum consists of the Central Bank Governance Network and the Central Bank Governance Group. The Network connects together individuals within central banks who are designated point people for governance and organisational questions and information. The Group provides a compact discussion forum for Governors that also acts as a steering committee for the Forum. Both are supported by a BIS provided secretariat. The Forum operates under a Charter.

The Network comprises officials from BIS member central banks that have chosen to participate. Currently 47 central banks have designated officials to be Network members. The Group comprises nine Governors: Augustín Carstens Carstens (Banco de México), Vítor Constâncio (ECB), Stanley Fischer (Bank of Israel), Stefan Ingves (Sveriges Riksbank), Gill Marcus (South African Reserve Bank), Duvvuri Subbarao (Reserve Bank of India), Janet Yellen (Board of Governors of the Federal Reserve System), Zeti Akhtar Aziz (Bank Negara Malaysia) and Zhou Xiaochuan (People's Bank of China).

David Archer is Secretary to the Central Bank Governance Group and heads the Central Banking Studies unit at the BIS, which provides support to the Forum.
The Group normally meets on the occasion of the bimonthly meetings of Governors of BIS member central banks. There are no public releases of the meeting agendas or discussions.
With effect from January 2010, the Chair reports annually and on an as-needed basis to the All Governors Meeting, which comprises a group of 60 BIS member central bank Governors.
